Merged NLS patch of 6678700 failed while executing CSTCUSJA_XML.xlf

We are upgrading our 11.5.10.2 EBS instance to R12(12.1.1).
We have 4 NLS languages (D,F, I & PT) and we applied US driver of 12.1.1(6678700) successfully.
While applying merged NLS of 6678700 workers are failing with the below message:
