Configuring Discussions and Action Items in PC

We are just getting started with Discussions and Action Items. We own PC but not PPM. In the (Java) Admin client, I see that Discussions (and the Action Item tab) can be configured, but see no way to configure Action Items directly. The (PPM) documentation indicates that Action Item flex field configuration follows that of the "Activity" class, but I cannot configure the Activity class (since I don't own PPM?). Is there any (other?) way to configure Action Items? I really need an additional attribute or two on Action Items. TIA.
