A:  If you are, here is a solution for you. 

In 2011, the government gave a FICA tax break for employers (4.2% and employee paid 6.2%).  Then in 2012, the government took away the employer FICA tax break and gave the employees the FICA tax break.  Now the employee rate is 4.2% and employer rate is 6.2%.  With both tax breaks, the Integrity Report (P067011) created error 0104 for everyone because historically the two rates should be the same so when the system sees the discrepancy in the rates, the report generates error 0104.
