After the installation of Siebel Gateway, When I try to configure the Database schema I get an error

Hi
I get the following error while configuring database for Siebel 

C102: The Username / Password Combination.21: [DataDirect][ODBC 20101 driver][20101]ORA-12154: TNS:could not resolve the connect identifier specified cannot be validated at this time.

I have verified the oracle library path is set in LD_LIBRARY_PATH and the oracle installed client is 32 bit . 
any help is appreciated.
