Combo Edit for Inventory

We have the combo edit flag set up for our inventory BU, but on Express Putaway and Express issue it doesn't through a combo error.

We have a rule that with a department within a range it should also have operating unit and another one.  I entered one in with an override of that department and it saved fine.
