applying Charges on sales order through Modifier

Hi

We defined modifier to charge handling charges which need to charge on line level at the time of order entry.

But same modifier is not showing in drop down list when we selecting charges menu through action button.

It only shows existing modifier.

Pls let me know what will be the issue in this case.We have run two request after defining this new modifier.
