opatch apply failes, opatch NOT using appointed ORACLE_HOME

 Patching a cloned 12.1.2 EBS with latest Forms Patches according to note. 437878.1
Have verified Central Inventory and /var/opt/oracle/oraInst.loc is correct and pointing to the correct inventory.

opatch lsinventory completes successfully but opatch apply failes with error:

The Oracle Home /oraapp/apps/tech_st/10.1.2 is not registered with the Central Inventory.  OPatch was not able to get details of the home from the inventory.
ERROR: OPatch failed because of Inventory problem.

This is NOT the Oracle Home beeing patched,  have no clue why opatch uses this /oraapp/...
The env file souced is correctly pointing to the ORACLE_HOME in Central Inventory.
