data guard standby

Is it documented how to add a physical data guard standby to into em12c management?    I tried the normal install process, as I would did on the primary, with some odd results.   It does not find the database and it thinks the listener is down, when it isn't.  Somebody at oracle-l said there were notes on this, but I can't find them.
