Problem installing Ops Center 12.1.2.2161

Every time I try to install Ops Center 12.1.2.2161, It gets to the "Install agent components" step and fails with this message:
Framework error: code: 28 reason: Connection timed out after 60005 milliseconds
URL: 'https://pkg.oracle.com/solaris/support/versions/0/'
pkg install failed, error: 1

1) This is a brand new, fresh install of Solaris 11, installed from the orginal distribution ISO and updated immediately to 11.1.  So it is completely up to date with patches.  There are no other applications installed.  After installing  and patching the OS, I ran OCDoctor successfully with no errors and the unpacked and ran the OC installer.

2) The network connectivity WORKS.  The proxy is set correctly, the https_proxy variable is correctly set, and the OS CAN communicate with the outside world. I can run a pkg refresh --full with no error and all teh catalogs download just fine.  So it isn't a connectivity issue.
