How Withholdings are calculate in Oracle Payables

 Hi.
     Someone knows if is possible to change the way calculate for  withholdings that Oracle does when invoices are validated. 

      Oracle makes this calculate to line level , and i want to do that to invoice level.

   Thanks for help that anyone could offer
