Web Service available to create / update Purchase orders on Release 12.0.4?

 Hello..
I have few questions regarding web services available for EBS R12.0.4
Is there a web service available to create / update Purchase orders on Release 12.0.4? Is SOA Gateway available for 12.0.4? From what i have researched it seems to be available for 12.1.1 . Does EBS Integrated SOA Gateway support Purchase Orders (creation / updation)?

If someone can point out where i can find some answers, that will be helpful too.
