Adding Users with view only access to a Contract after it's been Collaborated

Hi - We are on PeopleSoft Supplier Contracts 9.0.

The system allows interested parties to be added - per Contract - with view only access. This is done from the Document Management page - Collaboration Details hyperlink. Per PeopleBooks, add them as Collaborators with both check boxes cleared (Collaborators & Can Edit During Collaboration). This works fine up until the Contract is Status = Collaborated.

Once it goes into Pending Approval, Approved, Dispatched, Executed - the Collaboration Details hyperlink is gone. How can interested parties be added after it's been Collaborated? PeopleBooks says they can be added during any part of the life cycle. Is there another page they can be added from?
