SQL Developer Reset Password fails with Oracle.jcdb.driver.T2CConnection.getLibraryVersionNumber()I

I am using SQL Developer 3.2.20.09.87 (JDK1.6.0_35 included) on Windows 7 to connect to an Oracle 11g Standard Edition Database server successfully.  However, when I attempt to use the Reset Password option, I get the following error: oracle.jcdb.driver.T2CConnection.getLibraryVersionNumber() 

The connection type is TNS using a Network Alias. 

Am I missing some requirement to use Reset Password? 

Any ideas appreciated.  Thanks.
