Huge Financial Structure causing problems

in Projects - EBS (MOSC) Question
We have a Financial Structure that is having more than 30 thousand rows since we are managing a big program; If anyone can help that would be great; I also discussed this issue on Oracle Support through an SR but wasn't convinced that is why I am seeking help on this discussion forum.

We have a mega project where the execution is divided into 5 big zones and under each zone there are around 10 buildings. Each zone has its own Zone Manager, so reporting must be provided at zone level and then ofcourse at Program Level. But all the Expenditure/Actual Cost must be tracked at Building level.
