Budget Upload through Web ADI

Hi All

Is it possible to upload budget  in project through Excel Sheet. We are having liscence of Project Costing only.    Is it recommended to define budget also at template level like Asset definition for each task ?How much it is beneficial to maintain budget by resources. Will it impact the structure If I don't maintain the budget by resource. In our business scenario we are maintaining Absolute budget at task level.
