Issue:

Patch 13706647:R12.AP.B has component FVXINSTB.pls.

The version of file FVXINSTB.pls is different in file system and database.
How does this happened. Was the patch not applied successfully

Version at filesystem level is -- $Header: FVXINSTB.pls 120.6.12010000.1 2008/07/28 06:33:06 appldev ship $
Version in database is -- $Header: FVXINSTB.pls 120.6.12000000.1 2007/01/18 13:48:12 appldev ship $
