Need to apply NLS Patch for 12.1.3 upgrdae

Hi,

With base installation 12.1.1, we have installed US English and Arbic languages. But whem applying RUP for 12.1.3 we have applied only for US English and we missed to apply 12.1.3 NLS patch for Arabic.
After applying 12.1.3 US English RUP patch we have applied many one-off patchs for both English and Arabic.
Now we want to apply 12.1.3 NLS patch for Arabic, please let us know can we directly apply it.
If yes then do we need to apply all one-off patches for Arabic again
