Italian Withholding Tax Letter - EMEA Localization

 Hello, 
When we compare the Withholding Tax by Invoice Report (Oracle Standard report) with the Italian Payables Withholding Tax Letter (European Localization Report) we have different results.   In the Standard report we see ALL withholding taxes and tax names.  In the European Localized report we only see the Tax Authority tax code (and not the Enasarco tax, for example).

Does anyone have any experience with this report?  Can you help me to find what governs how the data gets displayed in the Italian Payables Withholding Tax Letter report?
