Patch 6678700 failing when updating LDTs for foreign territories

We are running into new issues while re-testing the R12 upgrade to EBS. The first testing cycle was to 11.5.10.2 apps without HRMS FP K Rup 7 and the YEPP Phase 1 for 2012. For this round of testing, these patches have been applied to the 11.5.10.2 instance. We are now experiencing failures we didn't have before on territories outside the US. One metalink note says to skip them if they aren't our territories; however, this is causing a cascading error effect on the next upgrade steps.

Please see the attached files for details.  Skipping these workers is not the solution apparently, and we're concerned that we did not see this behaviour on prior test upgrades.
