How to control the starting position for each repeating item on each page.

Hello,

I am working Oracle Loans Statement that has a header sction with logo, first page has the summary of list of loans and start the second page will show all the loan details, one page at a time. My problem is the detail loan information starting with the Bill To Address is not on the same position of the page all the time, especailly for the first a couple of loans. I wonder how to control the position of the first starting point of each page. Thanks for the help.
