Is Profile Option "FV: Federal Enabled" really obsolete for Release 12.1.3?

We are in the process of testing our ability to upgrade from version 11.5.10.2 to version 12.1.3.  During our testing of the PA module, we encountered the inability to baseline an Approved Cost Budget and an Approved Revenue Budget, receiving the ERROR = Budget baseline failed due to budget interface failure (Rejection Reaseon=).

My research in Oracle Knowledge produced Doc ID 1479116.1, which states FV: Federal Enabled profile s/b set to NO, because the feature has been obsoleted.  However; my request to set the profile to NO has raised multiple questions about what effect this will have on other modules.   We are a Federal entity with this profile currently set to YES at the SITE level.
