Composite Form Page Dimensions

I have a composite form that contains 2 simple forms.  Both of the forms have the same Page dimensions, Activity Plan and Activity ID.  When I make these Global, only one of them is put up on the global level for the form and the other is staying at the section level.  Activity ID is the dimension that will not move to the global level.  It contains 250 children.  Any suggestions would be very helpful.  Thank you.
