Only see XML Output with running BI Publisher report

 I have two BI Publisher reports that I created.  One works great and the other using the same set up only displays XML when I click view output after submitting the concurrent program. 

I have double checked everything as I know that the code name on the template must match exactly to the executable and conc program short name.   The data that is retrieved in the XML is correct.  I just can not get to the PDF like I want.  I am sure this is simple but I am missing something.  Any pointers are appreciated.

Short name in Conc Program:  XXWC_SS_MISSING_TIMECARD_PDF
