R12 Defaulting Rule

I am experiencing an issue with Defaulting Rules in R12.  When an order is initially entered, FOB defaults to "Shipping 'Point", which is correct and defined that way in the Transaction Type.  If the ship_to_location on the header gets changed, FOB re-defaults to "Shipping Point" even though it had been changed to "Customer Site".  I need this field to NOT change when the address gets changed,.  Any ideas?
