Display Security Banner Page before OEM login

I need to display a Security Banner before the login screen comes up.

We created a banner page, expecting the user to click on 'I Accept' button.

We want this page to be displayed anytime a user goes to the oem url, the login screen should be displayed only when the User accepts by clcking on 'I Accept' button.

How can this be achieved ?
