RMAN backup Status Skipped

I just started at this location and I've been reviewing rman backup jobs scheduled within OEM 11g.  A number of the backup jobs are exiting with a status of skipped.  Skipped reason: An execution in the current run or one of the previous runs was sespended by the system.  I can't find anywhere where the Runs or Excutions are suspended.   How do I get these jobs to start processing again?
