jobTZ value ignored in BI Publisher ScheduleService v2 Web Service scheduleReport method

I am attempting to use the v2 web services in BI Publisher 11.1.1.5 to schedule reports to run at specified times in the future.  Thus far I have ony been able to get the reports to run using the time zone used by the BI Publisher server.  To illustrate, assume that the BI Publisher server is configured to use the US EST time zone.  If a client wants to have a report run at 1:00 PM Central time on Dec. 21, 2012 using dateTime value 2012-12-21T13:00:00 and jobTZ value America/Chicago, the report will actually run at noon Central time, 1:00 pm Eastern time.  I have also tried using the GMT-0600 time zone format, but this did not work either.  Please let me know if this is a bug with the Web Service, or if you have been able to schedule reports using a desired time zone.
