Prevent user to edit the timecard lines which are billed in PA

in Projects - EBS (MOSC) Question
Hi All

I have the below requirement in our company.

OTL is our time management system which is interfaced to Project Accounting and timecards will be billed for the Contract Projects.

Since we enabled the edit option in OTL, users are able to edit the timecards which are already billed in PA. SInce this ,system creates the negative lines in Revenue and Invoice Procssisng.

Is there any way to stop the user to edit the timecard line(s) in OTL? Is there any link between these two modules?

It doesnt allow the user to change the timecard lines, if the timecard is changed in PA. In the same do we have anything to validate the billed items.
