How to force user to enter customer site level profile at time of manual customer creation

Hi,
We are on 12.1.3, we are exploring options as to how we can force users to create customer site level profile @ the time of customer creation. I know that until the customer site is created we can set the site level profile. Is there any standard way to do.

As users are not forced to set a site level profile our late charges are not working properly.
