Sourcing Module - Entering Scores

Hi,
I have a RFQ that has requirements  with a scoring method of "Manual" defined. I have created a collaboration team member with "Scoring" access and have also created a scoring team and assigned them a section to score on. Supplier quotes have been submitted and I the RFQ status is now closed. However, when I open the negotiation and click on Actions menu, there is no option to enter scores. 

Is  there a dependency that I have overseen?
