Unable to Create a Project through API in R12

HI All,

   We are upgrading from 11.5.10.2 to R12( 12.1.3). I am unable to create the projects through API.

   Here is the error i am getting. Did anybody had the same issue?.  Can anyone please share your knowledge.

     I am using  pa_project_pub.Create_Project API.

Project API Return Status......: E
Project API lv_proj_type_rec_out.pa_project_id......: 170000000000000000000
Project API Project ID......:
Project API Return Status......: E
Error : l_msg_count : 1
Error : l_msg_data : PA+---------------------------------------------------------------------------+
