Reporting Limited by Security Books

I am having a problem with Reporting.  Our organization has set up books for our different programs.  We initially wanted all Contact Object data to be available to all users and the related Opportunity Object data and other related objects limited by Program related security books.  However we do have one program that requires a high level of confidentiality for their Contacts, so we set up a general book we called “Non-Program Specific Data” and assigned this book to all Contacts that are NOT associated with the Confidential program.  The Contacts associated with the Confidential program were given the book
