How to generate XLIFF File from RTF file

How to generate xliff file from an RTF template ? 

Actually, I am in the process of creating a sample siebel bi publisher report and for this I have few out of the box integration objects and generated sample XML from these objects and loaded the same into word document using BI Publisher Desktop add in tool and created a template and saved the word document to RTF format and tried registering back to siebel. 

We need to register back the newly created report template in both formats i.e. in rtf format and xlif format.

In this process, I have tried converting the rtf document to xlf using bi publisher desktop Tools --> Translate Template --> Extract Text and I do not see xliff extension in the pop up window where we generally save the document.
