Unable to download 8919489 American English

I need to apply patch 8919489, but when i select it (Language American English selected on the pull down menu), the Readme text say Langage Albanian.
I download the patch en try to apply it but install process stop with error message "Patch 8919489_SQ is a NLS patch)
