Multiple Flex Benefit Program in a Business Group

Gurus,
We have both Active employees as well as Retirees for our organization.
 I am create one Flex Program for the active set of population. Can I create one more flex program for the retirees too in the same business group?
If yes, what are the pros and cons for this type of approach?
