Service contract main billing fails for terminate contract created from OM

We are trying to create a credit memo after line/contract termination for a contract that has been created and billed through order management .

when subline is terminated the main billing succeeds to interface the contrct to AR.

When the line or contract header are terminted the main billing fails to interface the contract to AR. hence, credit can not be issued.

Is anyone familiar with this issue? it does not make sense that user will have to terminate each subline specifically.

below is the error message we saw in the log of main billin :
