Reserve Order Program not working as Expected

The "Reserve Order Program" is not working as Expected.

Issue Description : The Reserve Order Program is is reserving order line Quantities. Its is reserving order lines in "Awaiting Shipping " status correctly. But when the order line is Partiually Reserved i.e some of the order quantity is reserved, it is not reserving the remaining quantity even though the Quantity is Available to Reserve. Therefore , it is leaving the order lines , which are in "Picked Partial" state and having Request Date of previous days i.e before the sysdate. And it is reserving the Quantity Resrvable to the order lines which are of current date. Thus the Inventory
