PTO Accrual exceeding ITD limit

Upgrading to 9.1 from 8.11.  Users reporting this issue in both enviornments.  When an employee hits the ITD limit set-up on the Calculation Table, the PTO Accrual is calculating the full amount, even though this puts the employee slightly over the ITD limit for his teir.  The users are then manually adjusting the PDBA history to reflect the correct ITD balance.

Upon reviewing the set-up, I did not come accross any obvious issue.  On the GA/Arearage screen of the accrual, I did notice on the Arearage Method = N (Do not reduce).  Would this cause the accrual to calc the full amount, even if the full amount puts the employee over the ITD limit?  The user would like a partial accrual to calc, which brings the available balance to the ITD limit.
