PO_OTM_OUT_R Rule Set invalid after upgrade from 11.5.10.2 to 12.1.3

We just completed our final test run of the 11.5.10.2 to 12.1.3 upgrade. The following invalid has appeared that wasn't in other testing cycles:

PO_OTM_OUT_R

We reviewed Bug 13581596, but there is no solution offered.
