Error <?> invoking method <?> for Business Service <?> (SBL-OMS-00203)

 HI ,
I have been juggling around BI Publisher and Siebel CRM community for finding an resolution on this error : "Error <?> invoking method <?> for Business Service <?> (SBL-OMS-00203)"

When I try to view a newly created custom Siebel BI Publisher Report from Report icon from one of siebel screen,I get the above error message.

I have treid and followed all possible methods to resolve this issue but could not able to sort this out.

I have followed all steps as per siebel bip integrationprocess mentioned in Siebel reports guide and do not see any missing elements form my side but something is making this custom report not to be displayed from report icon.
