OPS centre 12C vServer creation error (117113)

Hi I have setup the OPS centre 12C with T5120 environment.
I'm getting the error  when I try to create the vserver under VDC.  {"deployment provide exception while creating vServer of solaris zone type (117113)"}
I went throuhg the docuementation of  ops center on creation of the VDC/vserver.
