Shipping Method LOV in the Sourcing Rule from Not Showing Values when the Type = 'Buy From'

HI, ALL,
R : 11.5.10.2

We want to use Sourcing Rule with ship method for a given buy item.
Unfortunately the LOV for shipping method does not show any value when we chose Buy From type.
But if we chose Transfer from type, the LOV works fine.

I want to know why it is not working for buy item.
