HSA & Flex Credit

Gurus,

We are implementing Flex Credits with HSA and FSA both. Our requirement is that  unused flex credits should be rolled over to FSA plan or HSA plan?

What is the set up needed to achieve this?

I have a minimum criterion which says that only a part of unused can be transferred and rest unused credit should reflect in Statement of Earnings?

How to achieve this?
