WebADI Rounding, R12 Bug or Feature?

Our users notice something different with WebADI GL journal uploads in R12 compared to 11.5.10.  In 11.5.10 if they entered an amount with more than two decimal places - 100.123, for example, they would receive back an error and the journal lines wouldn't upload.  Now, it uploads them and rounds the amount.  Is this a bug or a feature?  Is this controlled by some profile option now or something?  Note, there is no formula in the Excel spreadsheet to round the numbers.

I've edited this to add some additional info.  Upon further investigation, it looks like the WebADI spreadsheet uploads to the interface table with the 3 decimal positions just fine.  Then it is the import process that is actually rounding it.  When entering a journal manually through the Oracle form, if an amount with 3 decimal positions is entered, an error message displays at the bottom and the journal goes no further.   The WebADI had validate before upload checked as well as import with validation.  So, in 11.5.10 was this being stopped by the WebADI template itself or has something changed
