Which is the best module to mange Software Inventory

Hi Gurus,

I'm wondering which is the best module that helps to achieve tracking and management of Software/Licenses?  If one wants to know how many licenses of Microsoft Project are available, how many are being used, and by whom, which is the right product?  I am familiar with Oracle Inventory and Fixed Assets, but not sure if these two modules are appropriate for this requirement.  Can anyone shed any light on potential use of Install Base or Oracle Asset Tracking if they could achieve this requirement?
