Solaris 11 zones Packages

Hi All ,
          I have installed Global zone Solaris11 with the package :

pkginfo SUNWxwplt
system      SUNWxwplt X Window System platform software



uname -a
SunOS cesolcb39 5.11 11.1 sun4v sparc SUNW,T5440

When I create a local zone this package doesnot reflect in local zone. Hence seems it doesnot migrate to local zone .:

Would like to know is there any criteria of migration of packages from Global zone to local zone .
