R12 EMEA Add-on Localizations - Germany

We're planning upgrade of our desupported OeBS release: 11.5.9.2 to R12.1.3. Site is located in Germany and current env has country-specific functionality enabled.
Site is utilising VAT Reports, especially: German Payables VAT Reconciliation Detail Report.

I can see that with R12.1 there are following reports available:
- VAT Detailed Transactions Report (new report)
- VAT Transactions with Difference Report (new report)
- Preliminary VAT Declaration Report (new report)
- VAT Reconciliation Detail Report (old report, available in 11.5.9)

We'll first upgrade to 12.1.1 (with patch 6678700), then to 12.1.3 (with patch 9239090 plus latest CPU patch: 14321237)

Please correct me if I'm wrong, but after upgrade to 12.1.3 according the R12 EMEA Add-on Localizations - Germany [ID 412792.1], if we want to utilise the Germany Add-On Localizations: VAT Reports, we should still:
