New File button on Service Request Attachments view is disabled

We have an issue on Service Request Attachments view, the issue summarized by that the “New File” button is disabled after we press another button on another customized view, the other button is printing an application form developed on the customized applet browser scripts and via a business service, we need to stop the code that disable the “New File” button on attachments view to make it always enabled, but we are unable to find where it's configured on the system, noting that we checked the scripts on the applet and BC level, and we check the runtime events, please
