Patch 9239089 Failed Due to Column PATCH_ABSTRACT Missing on AD_PATCH_DRIVERS Table

I installed patch 9239089 and it failed when trying to insert because the column PATCH_ABSTRACT was missing on the AD_PATCH_DRIVERS table.  When I looked into which patches might deliver that column, I found that it is likely patch 7461070.  My question is this, Can I re-run patch 9239089 (AD.B.3) over the top of the previous run after installing patch 7461070?  Or, do I need to back out the patch?  Or do I need to restore my file system and database?  Of course I would like to avoid a restore.  Is an AD patch re-runnable?  Here are the errors I received when running the patch.
