Award Milestone Notification

I am processing Award Milestone Notifications through the batch process in PS 9.0.  The notifications are being sent for all milestones created regardless of the due date.  I believe the batch process is only supposed to send notifications for the milestones that are due on the date the process is run.  Is there a setup I am missing?  The documentation in PeopleBooks says you can run the batch process wide open and the system will send notifications for all milestones that are due on the current date.  However that is not what is happening for us.
